Internet technologies

The PLATINA BANK always considers improvement of the automatic system of the Bank operations and implementation of the newest information technologies and banking equipment one of its high priorities.

The PLATINA BANK is one the first Russian banks which pioneered the use of the most advanced Internet technologies. In March, 1998, CyberPlat , the system of the information and technological provision of cashless accounts for electronic commerce with real money in real time, was introduced into the banking services market. By now CyberPlat has been operated for more than 9 years and become the well tested and adjusted system. At present the primary business of the CyberPlat is to organize reception of payment for the services of the leading mobile communication operators in the online regime: at that the dealer company taking the client's money guarantees instantaneous resupply of the client's personal account in the billing system of the cellular operator, with this money. The electronic documentation circulation technology, or CyberCheck, is characterized not only with the highest speed (the electronic payment via the system takes not more than two seconds), but also with the highest safety guaranteed by means of mandatory usage of the electronic digital signatures of the parties.

The issue of cost optimization during collection of the receipts for the services becomes more and more actual for the providers due to the persistent growth of the base of clients. The CyberPlat system enables really effective collection of receipts, that's why the amount of the organizations which use CyberPlat dynamically grows during the whole period of the company's performance in the market.

Today the CyberPlat system provides reception of the payments for more than 80 service providers including the leading operators of mobile and stationary communication, satellite and cable television, as well as the organizations which provide housing and communal services, and other businesses.

The system provides reception of the payments in favor of the following companies:

To operate the payments, a new and distinctive in kind scheme, Â2Â2Ñ is used; the scheme combines the capacities of the existing schemes of the intercorporation settlements via the Internet and the electronic payments of natural persons. One of the visible advantages of the new technology is its independence on the mechanism of the payment reception. Payment can be made through:
  • The operator (for instance, of a dealer company) who uses the computer connected to the Internet and operates the payment through the site of the Internet payment system CyberPlat® ;
  • The cashier who used the automatic sales register (for example, in a store belonging to a large retail trading network); then interaction with the payment system CyberPlat® is performed through the server of the mercantile establishment;
  • The automatic cash terminals, POS-terminals, specialized cash-in terminals or other automatic devices.

At the end of the year 2005, the payment reception network of CyberPlat® amounted to more than 12,000 trading and service units; for two years their number has been increased more than 12 times. Among the counteragents of the CyberPlat® there are such federal networks of dealer communication saloons as: Svyaznoy, Dixes, Euroset, Mobile Center, Mobitel, Beta Link, ION, Ultra Star, Tsifrograd; the Grossmart and Ostrov supermarket networks, the network of the electronics stores Mir and Bely Veter (White Wind), the network of the game saloons of the Moscow game system Jackpot, the Sibneft gas stations, the network of the Parnet electronic terminals and many others. Since autumn of 2004 the joint project with Mail of Russia FGUP has been realized; in the purpose of the project more than 300 payment reception units have already been established in local mail offices. At present in 40 regions of Russia new and new local mail offices are being involved into reception of payments and new technologic solutions which enable coverage extension of the mail offices are developed.

Participation in payment receptions is profitable for trading units for the following reasons:

1. Growing amount of clients and commercial intercourse
In the Moscow Region alone thee are more than 19 million people who are mobile telephone owners, and in the whole Russian Federation there are more than 89 million subscribers of the mobile networks. At that the amount of the subscribers exceeds the amount of the stationary communication subscribers and is growing very fast. Every one of subscriber continuously faces the need to resupply his/her personal account. Agreeably, any enterprise involved into reception of payments in favor of the communication operators will attract a huge amount of new clients and it results in considerable growth of its commercial intercourse.

2. Additional Income
The mercantile establishment is paid a commission for every payment reception operation. The commission is charged in the on-line regime. Opening and maintenance of the settlement account in the PLATINA BANK is free of charge.

3. Credits against Payment Reception
To increase the payment reception turnover, the BANK PLATINA, being a settlement bank belonging to the CyberPlat® system, is able to provide the revolving credit line against cash payment reception, at reduced interest rates.

4. Service spectrum extension improves the clients' loyalty
The client is provided with the high quality service: resupply of his/her personal account takes the shortest period of time, about 3-10 seconds. Extension of the spectrum of offered services will result in improvement of the enterprise clients' loyalty. At that the company will not incur any expenses for introduction of the new service.

Today the payment for the operators' services can be made also within the network of the specified terminals which were established by the Bank last year and are dynamically developed. The primary advantages of the payment through the terminals are quickness, convenience and opportunity to operate round-the-clock, without dependence on the working hours of the trading points.

The services of information and technologic provision of payment reception are a part of the general strategy of the company aimed at development of protected documents circulation and electronic means of payment covering also the electronic commerce sector.

Participation in the electronic commerce provides advantages to both parties - the client and the seller. Without leaving home and directly from his/her computer, the client may purchase any goods or services which are offered by millions of the electronic stores and the Internet companies all around the world. In fact, he/she is permitted to choose any goods without any limitation and saves his/her money since he/she is always able to find the needed goods at the lowest price. Payment for services through the Internet helps save money since there is no need to visit the office of the company which provides the services. In the event that they relocate their business in the Internet, the companies selling their goods will enjoy the following advantages:

  1. Client servicing costs considerable decreased
  2. New opportunities to provide new services
  3. Simplified procedure of clients' payment for goods
  4. Attraction of "hard clients" belonging to the most solvent layers of the population; they usually have no time to visit the servicing company's office
  5. Improved clients' loyalty regarding the company also the clients of the competitors may be attracted
  6. Extended clients' base due to attraction of clients from other cities, regions and countries

At present the Cyber Plat system actually operates four instruments which are used in the Internet:
  • Business-to-Business solution based on the use of protected documents circulation;
  • Internet Banking solution - payment orders - Bank-Client in the Internet;
  • Business-to-Consumer solution based on the authorization of the bank credit cards via the payment server;
  • Solutions for banks, enabling participation in the system and introduction of the system to the clients
  • The Internet settlements services Agent, Financial Agent-Bank.

The target of the CyberPlat® protected documents circulation scheme are juridical persons; the scheme provides, in particular, the organization with the opportunity to settle accounts with the dealers, distributors and among regional branches of companies. This technology is the historical basis of the above mentioned the Â2Â2Ñ payment system aimed at payments at the address of the cellular communication operators.

Also the CyberPlat® technology includes the elements of the remote control of the account (Internet Banking). The client, who is registered in CyberPlat® and has the account in the PLATINA BANK, is able to control his/her account, - to receive the abstract, to make orders for money transfers, - via the Internet. At that the CyberPlat® guarantees that the person or organization made the order to pay or received the abstract of the account, is the real owner of the account. The bank successfully uses the technology designed to automate remote working places and organize their interaction with the Automated Banking System via the Internet.

The solutions for the banks are designed to use the protected documents circulation to pay for purchases in the Internet stores belonging to the CyberPlat® system from the clients' (buyers') accounts opened in the banks-participants. Protection of the transferred confidential information and identification of the user, as at formation of the payment orders as at review of the abstract of the account, is made by the software which every client is provided with free of charge. The payment server is used for the clients to pay for the goods and services acquired in the Internet shops; at that the clients use the plastic cards of international and domestic payment systems including ISA, MasterCard, Diners Club, JCB, American Express, and Union Card, etc.
